Email the person when an item drops to their price

POST https://shopitup.ca/api/v1/price-alerts

A price-drop alert: ShopItUp emails the person once when the item's price is target_price or less, then the alert ends. It never buys and holds nothing — whoever checks out first gets the item. Only for stores that offer alerts. Asking again for the same item moves the person's alert to the new price. Lasts up to 30 days (days). Refused, among others, with already_at_price when the item is already at or under target_price, store_has_no_price_alerts, too_many_alerts (25), item_unavailable, email_not_verified.
